Pilot Project on Land Use Planning and Management

Land is a scarce resource required by different sectors of the economy like agriculture, industry, mining, for infrastructure development, urban planning, public utilities, housing, etc. and there are competing mutually exclusive and often conflicting demands for land and its resources by these economic sectors and for social needs. In this context, it is imperative that effective land use planning and management systems are put in place.

Under an Agreement for “Technical Co-operation” between Government of India and Government of Federal Republic of Germany signed on 31st December 1971; an Implementation Agreement was signed on 7th October 2015 between the Department of Land Resources, Government of India and Deutsch Gesellischaft fur Internationale Zusammenarbeit (GIZ), Germany for a pilot in two States on “Land Use Planning and Management Project” .

The project aims to enable planning institutions/departments of partner States to apply instruments of integrated spatial land use planning. As part of the implementation agreement, GIZ will provide technical assistance for the following outputs/deliverables to be demonstrated in the pilot States of Odisha and Tamil Nadu.

(i) Development of Land Use Policies (guiding concepts and principles);
(ii) Development of Planning Instruments/tools for Integrated Spatial Land Use Planning;
(iii) Human Capacity Development (HCD);
(iv) Organizational and Institutional Development.

The project will also develop standard operating procedures and guidelines for collaboration and interface with different departments within the State for spatial planning to promote inter-sectoral coordination mechanism among various departments at state level.

The Department of Land Resources is coordinating and facilitating the project. An Inter-Ministerial Steering Committee at national level has been constituted on 28th November, 2016 to steer, monitor, evaluate and facilitate implementation of the project.
