    Bhoomi Samman Certification

    Hon’ble Prime Minister has emphasized that all public welfare schemes should saturate with the objective that no citizen is left behind. Accordingly, theDoLR has set the target for saturation of basic components of the programme such as

    1. Computerization of record of rights
    2. Digitization of cadastral maps
    3. integration of record of rights (textual) and cadastral maps (spatial). The DILRMP has been extended from 2021-22 to 2025-26 with an outlay of Rs.875.00 crore by the Government of India.

    So far, there was no scheme to incentivize, recognise, galvanize the good practices, excellent performance of functionaries of land and revenue administration/management and registration Departments of States/UTs at District and State level. As a step towards healthy competition and monitoring among the districts, this Department with the approval of Hon’ble Minister of Rural Development and Panchayati Raj has initiated grading among the districts and states on the basis of the data fed by States/UTs/ districts on Management Information System (MIS) of DILRMP in respect of following parameters / indicators:-

    Bhoomi Samman Program
    1. Computerization of Record of Rights ( RoRs)
    2. Digitization of Cadastral Maps/FMBs
    3. Linkage of RoR with Cadastral maps
    4. Computerization of Registration
    5. Integration of Registration (SRO) with Land Records (Revenue Office)
    6. Modern Record Room

    Grading is being done on the basis of performance of districts as reflected in MIS of DILRMP in all above mentioned six (6) components as per the following percentage pattern and a ranking list is being generated for each component/category:

    1 Platinum 99% and above
    2 Gold 95% and above till 99%
    3 Silver 90% and above till 95%

    As on 04.12.2023, 161 districts in 14 States (Assam, Andhra Pradesh, Bihar, Chhattisgarh, Gujarat, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Rajasthan, Tripura, Tamil Nadu, West Bengal and Uttar Pradesh) have achieved Platinum Grading by completing 99% and above the work in above six components.
    The Hon’ble President of India in 2023 felicitated the District teams of Revenue/Registration Departments led by District Magistrates/District Collectors of 68 Districts who had achieved Platinum Grading as on 30.11.2022, along with State teams led by ACS/PS/Secretary of Revenue/Registration Departments of concerned 9 States by presenting Plantinum Certificates and Trophies in the name of ‘BhoomiSamman’ on 18.07.2023 at VigyanBhawan, New Delhi.
