    Capacity Building Programme

    Overview
    The objective of the capacity building programme is to empower government officers, planners, and field surveyors with cutting-edge skills in geospatial technology, land mapping, and data validation, ensuring accurate and up-to-date urban land records.

    Given India’s rapid urban development, NAKSHA’s CBP adopts a multi-tiered training approach, equipping officials at every governance level with the tools, techniques, and expertise to drive urban land reforms. At the heart of this CBP are field surveys and ground truthing, where the success of the programme rests on the precision and professionalism of trained field officers.

    By building strong technical capabilities at the field level, the Capacity Building Programme (CBP) under the NAKSHA Programme is laying the foundation for a transparent, citizen-centric, and technology-driven urban land governance system. Through high-precision surveys, geospatial data integration, and structured field validation, NAKSHA aims to modernize urban land records, resolve disputes more efficiently, and enhance ease of living across India’s urban and peri-urban areas.

    Training of Master Trainers
    The first phase of the Capacity Building Programme (CBP) under the NAKSHA initiative focuses on training Master Trainers drawn from revenue department, urban development department and GIS experts across 29 States and Union Territories.

    This intensive training equips officers with hands-on expertise in modern geospatial survey technologies, preparing them to lead high-precision field surveys and ground truthing activities under the NAKSHA pilot programme.

    Key learning focus areas:
    Understanding the NAKSHA framework: Vision, structure, stakeholder roles, and operational workflows.
    Survey fundamentals: Core principles, accuracy standards, GNSS and ETS methodologies.
    Hands-on GNSS and CORS surveying: Training in real-world use of GNSS rovers and data collection techniques.
    GIS and WebGIS tools: Practical skills in map navigation, data editing, and mobile field applications.
    Drone and aerial survey techniques: Integration of drone imagery and Online Rectified Imagery (ORI) for ground validation.
    Electronic Total Stations (ETS): Field exercises combining GNSS and ETS for enhanced survey accuracy.
    Field survey execution: Comprehensive real-world exercises on land parcel data capture, validation, and synchronization.
    Legal and administrative aspects: Understanding of objection handling, conflict resolution, and citizen engagement processes.

    Master Trainers will play a pivotal role in cascading these skills down to field teams, ensuring the successful and accurate implementation of the NAKSHA programme across India’s urban landscape.

    As part of the Phase 1, four rounds of Master Trainers’Training were successfully organized at NIGST, Survey of India, Hyderabad.

    1st Training: 24th February – 1st March 2025
    2nd Training: 17th March – 22nd March 2025
    3rd Training: 7th April – 12th April 2025
    4th Training: 28th April – 3rd May 2025

    Upon completion of all four training programmes, a strong cohort of 157 Master Trainers has been created. These trainers are now equipped to lead field-level training and implementation activities across 29 States and Union Territories, ensuring the effective rollout of the NAKSHA Programme nationwide.
