Capacity Building Programme

The NAKSHA Capacity Building Programme is a structured training initiative developed by the Department of Land Resources (DoLR) to strengthen the technical and operational capabilities of officials involved in urban property surveys. The programme ensures that all levels of implementation—from national to local—are equipped with the skills, knowledge, and tools necessary to carry out geospatially-enabled land surveys under the NAKSHA framework.

Phase 1: Master Trainers’ Training

This foundational phase focuses on creating a national cadre of master trainers drawn from the Revenue and Urban Development Departments, as well as GIS professionals across States and Union Territories. Conducted through intensive residential programmes, this phase imparts practical training on GNSS-based surveying, aerial imagery analysis, data validation workflows, and use of the NAKSHA Web-GIS platform. These master trainers serve as lead resource persons for cascading trainings at the state and city levels.

Phase 2: Urban Local Body (ULB) Officers Training

In this phase, officers from selected Urban Local Bodies receive hands-on training at 5 NAKSHA designated Centres of Excellence. The training helps ULB officers understand the end-to-end NAKSHA methodology, including field survey protocols, ORI data interpretation, integration with land records, and coordination with key institutions such as the Survey of India and MPSEDC. This prepares ULB officers to supervise field operations and support smooth implementation within their jurisdictions.

Phase 3: Field Survey Team Training

The final phase targets the field survey teams responsible for executing surveys on the ground. These teams typically include officials from the Revenue and Urban departments, as well as technical surveyors. The training focuses on practical field-level activities such as the use of GNSS rovers, map interpretation, property demarcation, data validation, and real-time syncing with the NAKSHA Web-GIS portal. The aim is to ensure accurate, standardized, and legally verifiable data collection for urban land records.
